The Tactical Minute: Can Ole Gunnar Solskjaer rotate his Manchester United squad?

For the second year in a row Manchester United are seemingly limping towards the finish line for the exact same reason. Ole Gunnar Solskjaer threw out the same starting XI game after game after game until he ran them into the ground.

Given the slate of relegation-fighting opponents United have had over the past few weeks, why didn’t Solskjaer rotate his squad? Is this something he’s incapable of doing as a manager or is there something else at play?
